Collective action as regulation. An associative project in the world of organic farming
L'action collective comme régulation -Un projet associatif dans le monde de l'agriculture biologique

Cooperatives, associations or groups of producers, collective organizations are obviously at the center of the economic and social game in the agricultural world. The regulation of this kind of groups of actors is the subject of much research in the social sciences. However, little attention is paid to the question of their emergence and that of the rules that characterize them. The Theory of Social Regulation (TRS), associated in France with the name of Jean-Daniel Reynaud, is a notable exception. Indeed, it gives major importance to the question of the constitution of the collective actors, and shows that it is with the emergence of the regulations and the rules themselves that attention should be focused. The central proposal of TRS is indeed that a collective exists by a project that is understood to be a set of rules related to the constitution and the same regulation of the collective action. These recursive links between the collective action that produces the collective and the collective that produces the collective action are not always well understood. This article aims to elucidate them by organizing the theoretical reflection from the contributions of TRS and the exploitation of the case of an associative project of producers of organic fruits and vegetables in France. The ordering of the theoretical reading, illustrated by the case, is organized around two main proposals: 1 / a project community is a community of lived rules 2 / a community of lived rules is a learning community.
Coopératives, associations ou groupements de producteurs, société d'intérêt collectif, les organisations collectives sont d'évidence au centre du jeu économique et social dans le monde agricole. La régulation de ce type de collectifs d'acteurs économiques est l'objet de nombreuses recherches en sciences sociales. Pourtant, peu d'attention est portée à la question de leur émergence et de celle des règles qui les caractérisent. La Théorie de la régulation sociale (TRS), attachée en France au nom de Jean-Daniel Reynaud, constitue une exception notable. Elle montre que l'attention doit se porter sur l'émergence des règles elles-mêmes. La proposition centrale de la TRS est plus précisément qu'un collectif existe par un projet compris comme un ensemble de règles permettant l'action collective. Ces liens récursifs entre l'action collective qui produit le collectif et le collectif qui produit l'action collective ne sont pas toujours bien compris. Cet article vise à les élucider en organisant la réflexion théorique à partir du cas d'une association de producteurs de fruits et légumes biologiques en France. La mise en ordre de la lecture théorique illustrée par le cas s'organise autour de deux propositions principales : 1/ une communauté de projet est une communauté de règles vécues 2/ une communauté de règles vécues est une communauté d'apprentissage.
